...It's the Trunk-B road that links Ogba Ijaye with Agege.

AgegePulse Magazine

After several months of calls from residents and visitors who ply the dilapidated Ijaye Road daily, the Executive Chairman of Agege Local Government Area, Alhaji Ganiyu Kola Egunjobi has decided to bring succour to the people by fixing the damaged portions of the busy road.

You recall that Egunjobi in a chat with Agegepulse Magazine after the APC rally in the LG last week, revealed that the Ijaye Road is under the jurisdiction of the Lagos State government being a Trunk-A road.

He stressed that he had written several letters to the ministry of works to call its attention to the plight of people plying the road under serious inconvenient conditions daily but no response from the ministry.

However, the young LG boss and his team have taken it upon the themselves  to sort the road that has been given the Agege secretariat bad reputation for some months now.

Speaking with Agegepulse today, Egunjobi said; "As a responsible and responsive government, we cannot continue to waiting for State Government to fix this road for us."

"The road is important to us and other motorists because it is one of the alternative routes for the ongoing construction of Pen Cinema flyover bridge."

"APC government is one government from the national  to the state and local government level, hence cooperation is needed to deliver the dividends of democracy to our people and that is why we have decided to proffer solution to the niggling inconvenience that the dilapidated road is causing our people and visitors."

"On this note, we will like to inform the general public that Agege Local Government is currently rehabilitating Ogba-Ijaiye Road. The work, which commenced yesterday (Thursday), will be completed next week.

As a result of the on-going rehabilitation, the road is partially closed to traffic and we urge motorists to use alternative routes, namely Shobowale Street, Oshindehin Street, and Oshugboye Street, all off Akilo road.

“We deeply regret any inconvenience this might cause the road users.” Egunjobi concluded.

Priotize Teachers' Welfare, Ambode Tells New TESCOM Board Members

…Swears-In Perm Sec/Auditor General For Local Govt

 AgegePulse Magazine

Lagos State Governor, Mr Akinwunmi Ambode on Monday inaugurated chairman and board members of the State Teaching Service Commission (TESCOM), with a charge on the appointees to give top considerations to teachers’ welfare and ensure employment of only well qualified professionals to teach in public secondary schools in the State.

Speaking at a twin event which also witnessed the swearing-in of Mrs. Adesumbo Abolarin as Permanent Secretary/Auditor General for Local Government, held at Lagos House in Alausa, Ikeja, Governor Ambode said it was important for the public officers to justify their appointment by working ultimately in the interest of the people.

He said the passage and signing of the Teaching Service Commission Bill was a great moment for the education family in the State coming after eight years of several attempts, adding that the development became imperative as a result of the unrelenting efforts of the State Government to strengthen the education sector.

“With the knowledge that education plays a very vital role in the development of our society and that a society cannot thrive above the level of its educational attainment, the passage and signing of this Law was very essential.

“Today, in fulfillment of the provision of that law, we have just witnessed the inauguration of the Board whose responsibility will be to ensure that the objectives of the law are achieved.

“For avoidance of doubts, let me state that one of the major aims of this law, which shall be a key responsibility of this Board, is to ensure improvement in the welfare of our teachers and also ensure that well qualified teachers are recruited into our public secondary schools,” Governor Ambode said.

He said it was particularly instructive that seasoned educationists and administrators had been carefully selected based on their track records for appointment into the TESCOM board, expressing optimism that the State would witness rapid improvement in the education sector, particularly at the secondary level.

“You will agree with me that if we are to achieve the kind standard we desire in our educational system and also lay a good foundation for the future development of our State in terms of quality manpower, we must give adequate attention to maintaining highly motivated and effective teaching personnel.

“I, therefore, charge the Chairman and members of this Board to study very carefully the provisions of the law in order to fully understand their role and responsibilities expected of them. I also enjoin you all, to ensure that due process is followed in all matters that would be brought to your attention and for your decision.

“You should be unbiased in the discharge of your responsibilities as a board. We have done a lot in the provision of educational infrastructure in our public schools; all of these infrastructural facilities will amount to a waste if not complemented with dedicated, well-motivated and committed teachers,” Governor Ambode admonished the appointees.

The Governor also appealed to teachers to cooperate with the Board to further ensure fair play in the discharge of their responsibilities.

While the Chairman of the Board is Mrs Olabisi Ariyo, others members are Mr. Jacob Ashaka, Mrs Sidikat Smith, Mr Adeleke Oluseun Kara and Mrs Adijat Kuburat Hassan.

Responding on behalf of the appointees, Ariyo thanked Governor Ambode for the confidence reposed in them, and assured that the board would work hard, be unbiased and prioritize the welfare of teachers, as well as train and retrain them for optimal performance.

AMBODE LAUNCHES 1,000-HECTARES MODERN SATELLITE CITY IN EPE

...Project To Create 200,000 Jobs, Provide Housing Schemes For Lekki FTZ

...Lagos Gov's Policies Are About Economic Prosperity, Development, Says Audu Ogbeh

AgegePulse Magazine

Lagos State Governor, Mr Akinwunmi Ambode on Tuesday launched a 1000-hectare modern satellite city in Epe-Ibeju Lekki axis projected to create over 200,000 jobs and housing schemes for all the major projects coming on board within the Lekki Free Trade Zone.

Named Alaro Satellite City, Governor Ambode described the unveiling of the project as a major milestone in his administration's vision of making every part of the State economically viable and livable, adding that the development was a dream come true.

He said with major projects in the works in the Lekki-Epe corridor such as the Free Trade Zone, largest Deep Sea Port in Africa and International Airport, among others, a new city to provide housing schemes and other facilities for workers, investors and the people generally was desirous, hence the need for the initiative.

Giving details, Governor Ambode said: "The Alaro Satellite City was conceived to provide housing schemes to a broad spectrum of income earners, industrial workspaces, warehouses, hospitality and commercial office facilities amongst others.

"The project would not only open up the corridor but would transform its economic landscape by providing jobs, reducing poverty and contributing significantly to socio-economic development of the State, especially in terms of the GDP of the State in particular, and the country in general."

While commending the private sector especially Rendeavour Group and North West Quadrant Company for partnering with the State Government to deliver the new city, the Governor said the successful launch of the project was a demonstration of the confidence the Organised Private Sector (OPS) and foreign investors have in viability of doing business in the State, adding: "The Alaro Satellite City is a strong statement that our Lagos is still attracting more direct foreign investment."

The Governor, who assured the partners of the State Government’s unshaken commitment to the success of the project, also expressed strong optimism that the initiative would be continued by successive administration being that it is about creating jobs and scaling up the GDP of Lagos.

He said in anticipation of increase in human and vehicular movement within the axis as a result of ongoing gigantic projects, the State Government would construct a road to link Shagamu-Benin Expressway from Lekki Deep Sea Port and a 50-hectare truck park.

According to him, "We are aware that the increase in construction and industrial activities are already taking its toll on the road networks and other complementary infrastructure along this corridor.

"In order to forestall future chaotic traffic log-jams within this corridor and avoid similar incidences such as is being experienced in the Apapa axis, we have initiated the process of constructing the 7th Axial Road from the Lekki Deep Sea Port, en route the Lekki Free Zone to the Shagamu-Benin Expressway.

"The design for the construction of a 50-hectare truck park within the Lekki-Epe corridor is also in progress."

Besides, Governor Ambode lauded the host communities for their trust and forbearance, revealing that the State Government had approved 750 hectares of land as resettlement land for communities displaced from Parcel B of the Lekki Free Zone namely Yegunda, Abomiti and Eyin-Osa.

He said the Lands Bureau had also been instructed to expedite action on the enumeration of the land in question to accelerate payment of compensation and the issuance of the C of O, just as he assured all stakeholders of the commitment of government towards ensuring the security of all investments and maintaining good harmonious relationships between the investors and the host communities.

Speaking earlier, Minister of Agriculture, Chief Audu Ogbeh commended those behind the project particularly Governor Ambode, saying his politics were about development and economic prosperity.

"I am particularly happy to be here for the launch of this project. Lagos is Nigeria's New York and I am told that nearly 72 percent of Nigeria's currencies circulate in Lagos and I am even happier because I like the politics of Governor Ambode because though you are a much younger person than I am, I can assure you that you have a big future ahead.

"The biggest responsibility of a governor in any country and in Nigeria in particular where we are struggling to build an economy is to develop the economy of the State; every other thing comes after. We have to create jobs; there are too many of our young people graduating from school looking for jobs and so when you find that an investor and a governor are investing and creating those jobs you desperately need, you definitely would put your hands together for them," Ogbeh said.

Why Lagos Lawmakers Moved to Impeach Gov. Ambode

-May Begin Impeachment Process

AgegePulse Magazine

Governor Akinwunmi Ambode of Lagos State has been summoned to appear before the Lagos State House of Assembly within one week over the 2019 budget, which has caused disagreement between the two arms of government.

It will be recalled that Governor Ambode had sent the 2019 budget to the House in December against the tradition of laying the budget before the House.

The Speaker of the House, Rt. Hon. Mudashiru Obasa told the lawmakers that it was important to give the Governor a fair hearing over the issue involving the Governor and the 2019 Budget.

Obasa stated that there had been violation of the constitution and infractions on the part of the Governor.

"The Attorney General, Finance Commissioner and Commissioner for Budget and Economic Planning that ought to have advised the Governor did not do so.

"The most important thing is that we should let the people know that a budget that was yet to be approved was being spent, which was why we could not attend to the Governor on the budget on Monday 21, January.

"We must give them a fair hearing to come and explain what happened.

"The point has been made that there must be something before the House before you can commence expenditure. We want to call on the Governor to come within a week to explain himself along with the affected commissioners.

"We can start gathering signatures for impeachment. We can exercise patience and wait till another time," he said.

The lawmakers had reacted to a report presented by the Deputy Speaker of the House, Hon. Wasiu Eshinlokun-Sanni as the Chairman of the Committee set up to look into the issues surrounding the 2019 budget during a parliamentary meeting of the lawmakers.

Members of the Committee included Hon. Moshood Oshun, Chairman, House Committee on Public Accounts (State), Hon. Moshood Oshun, Chairman, House Committee on Budget and Economic Planning, Hon. Gbolahan Yishawu, Chairman, House Committee on the Environment, Hon. Dayo Saka-Fafunmi and the Chairman, House Committee on Works and Infrastructure, Hon. Abiodun Tobun.

Eshinlokun revealed that the committee met with relevant commissioners and heads of agencies.

The Deputy Speaker stated that the committee met with the Commissioner For Budget and Economic Planning, Hon. Segun Banjo, who said that no money had been spent in the year.

He said that the Accountant General told the committee that warrant had been issued that they could spend up to 25% of the preceding budget before the approval of that of the new year.

He said that they would have to make a recourse to the House if they wanted to spend up to N200 Million.

"We pointed out that the Governor ought to lay the budget of the New Year before December 31st, 2018, but that so far the budget was yet to be laid, which was on January 23, 2019.

"We asked them to bring out the law that allowed them to spend up to 20% of the budget of the preceding year. They could not bring out such law and we said what they did was wrong.

"We discovered that people have started receiving alerts and this has a grave implication for the executive.

"It is our finding that for smooth running of government, there must be a strict adherent to the constitution and it must not be violated. "We decided to bring the report before the lawmakers for us to take action," he said.

In his comment, Hon. Gbolahan Yishawu revealed that the Committee on Budget discovered during budget review that there were some specific expenditure in the budgets that ought to have been approved by the House over which funds were expended.

Yishawu stated that these were misnomers, and that they noticed variation in the expenditure and budget approved.

"We had issues of virement and monies being spent without approval. We had cases of items that were not budgeted for being carried out, it shows the executive rewrite the budget at will.

"The Constitution states that the State House of Assembly must approve all expenditures," he added.

According to him, contracts are shutting down, things are being slowed down by the government.

He said that it was as if the executive was tired and that the people were complaining.

"It is as if nothing is happening in the state now. Breach of the constitution and gross misconduct are being committed here, and the punishment is clear.

"We should begin an impeachment process if need be if the executive does not retrace their steps," he said.

This was corroborated by Hon. Tunde Braimoh, who said that the revelation by the committee that considered the matter was of serious concern.

He stated that they all swore to uphold the tenets of the constitution of Nigeria.

He added that Sections 120 and 121 explained the roles of each arm of government when it comes to financial expenditure.

"If we continue like this, it means we are moving on the ebb of destruction. The issue of gross misconduct should be closely looked into and necessary sanctions applied," he said.

This was supported by Hon. Bisi Yusuf, who pointed out that the Governor is an accountant, and that he was an Acting Auditor General in 2001 and was confirmed in 2005.

"With his level of exposure, the Governor cannot claim ignorance. He is being surrounded by intellectuals, so they ought to have advised him including the Deputy Governor and the Commissioner for Budget and Economic Planning. The Attorney General ought to have been removed for quoting a law that does not exist.

"All those, who are given the Governor bad advice should be removed. "In the whole of Lagos, things have shut down. This is an offence that is not pardonable. I want to say this is an impeachable offence for the Governor and the commissioners," he said.

Also, Hon. Rotimi Olowo said that rewriting of the Budget is an impeachable offence, and that the Government had been shut down and Lagos roads were in a sorry state.

Olowo added that there must be continuity of projects in the budget and that this was not followed.

He added that borrowing without informing the house was impeachable, and that if the Governor was tired, he should resign from office.

In his contribution. Hon. Moshood Oshun stated that, When someone applied for a job, he could leave if he was tired.

"The budget is a law, when we pass a budget, they rewrite their own. "What they are saying is that they are above the law.

"If you go to Alausa today, all the MDAs are shut down. All their files are with the Governor and he did not work on them," he said.

Also contributing, Hon. Funmilayo Tejuoso said that the lawmakers were the voice of the people of Lagos State and that they perform oversight functions to ensure that the Government did the best for the people.

Tejuoso said; "Accountability is not being done here. Section 121 of the Nigerian Constitution made it clear that the appropriation bill should be laid before the house.

"Section 122 of the constitution states that if that has been done, you can now spend 25% of the budget estimate for a period of six months.

"We need to forward the infractions to the Governor. The tax payers should know what their money is being spent on."

The Majority Leader of the House, Hon. Sanai Agunbiade stated that there are three arms of government of which the executive is one.

Agunbiade said that the Lagos State Government was still running and not shut down.

"What we want to do is to ensure that the infractions from one arm of the government does not affect another.

"It is clear that the budget has not been presented before the House. "My colleagues have addressed all the issues. We should let the public know that we do not have the budget before the House," he said.

The Majority Leader emphasized that the Commissioners, who were approved by the House and are working with the Governor should have vote of no confidence passed on them based on their roles on the budget impasse, adding that they had failed in their responsibilities.

He then urged the Governor to resign or the House should begin an impeachment process against him.

The lawmaker stressed that the House could communicate to the Governor to resign from office and that failure to do so would be for them to start collecting signatures of lawmakers for impeachment so that they could be seeing to have done their job.

Others lawmakers, who spoke supported the impeachment move against the Governor.

The included Hon. Richard Kasunmu, Hon. Rasheed Makinde, Hon. Yinka Ogundimu and Hon. Sola Giwa

Muslims observe fast during daylight hours over this period, which can have an effect on the performance of athletes.

A meeting of the CAF Emergency Committee took the decision on Saturday, with the governing body confirming the shift in a circular sent to its member associations.

According to media reports, a request was made for the move by a number of mainly Muslim North African nations, including Morocco, Tunisia and Algeria, who have  already sealed the qualification hurdles.

CAF also confirmed that the draw for the first round pool stage will take place in Cairo on April 12.

Fourteen countries have already booked a finals berth, including first time participants -- Madagascar and Mauritania -- with the remaining 10 places to be decided when the qualification campaign concludes in March.
