Solarin said, "In a bid to work successfully with the State Government in actualising its plans for our teachers and students to excel, we at the District Level have keyed into this special intervention programme which will help to put in place needed requirements for our students to excel and perform better".

She extended her appreciation to all the technical partners who are ready to give the district maximum support in the supplies of the gadgets and enabling environment needed.

The Senior Special Adviser to the Governor on Education, Mrs. Adetola Salau, explained that the State Government is harnessing every laudable initiative that would aid a better performance of students in external examinations, stressing that 'STEAM'' was one of such initiatives.

She said that her office has entered into a partnership with the United States of America and German Embassies in order to have a very formidable team for the intervention programme and achieve better WASSCE results from the students in subsequent examinations.

According to her, the focus emanated from the statistics of students performance in WASSSCE and the need to focus on some critical areas which would be covered under the STEAM initiative.

She harped on teaching methodology that is dynamic and in tandem with the present-day realities, adding that teaching in a way that provokes creativity and new ideas should be encouraged as against teaching in abstract.

The SSA pointed out that Lagos, and by extension Nigeria, has a lot of human resource potentials such as the students, and it is expected that they would be adequately nurtured and tutored by their teachers.

Security Operatives, Law Enforcement Agencies To Wear Body Cam in Lagos | AgegePulse Magazine

• ‘Initiative Will Enhance Safety, Boost Investors’ Confidence’ - Governor

Governor Babajide Sanwo-Olu, on Wednesday, rolled out a groundbreaking plan for the enhancement of security and safety in Lagos State. The Governor approved a mass training for the State’s law enforcement personnel on the use of body worn cameras, ahead of the deployment of the digital tools for security operations across the State.

The three-day training, which will commence in May, will be facilitated by the State’s Law Enforcement Training Institute (LETI), headed by Prince Oyekan Falade. After the training, all State-funded law enforcement officers will be commissioned to wear body cameras for their operations.

Sanwo-Olu said the move would improve transparency and accountability in the activities of law enforcement agencies, and put the State Government in a better position to respond to security challenges in real time.

Provision of adequate security, the Governor said, is a key pillar of his administration’s T.H.E.M.E.S. agenda, stressing that the initiative reflected his Government’s resolution to ensure Lagos remained secure for residents and investors.

He said: “I am pleased to inaugurate the use of body-worn cameras by law enforcement officers in Lagos and this is a groundbreaking move to enhance safety in the State, as well as increase transparency and accountability in the activities of our law enforcement agencies. Lagos State has strategically set the pace among other States in Nigeria to launch the use of body worn cameras by law enforcement officers.

“The security challenges in different parts of the country are worrisome, but with proactive action, the use of modern technological tools, and a mix of well-trained and intelligent officers, we will successfully combat many of these challenges. With body-worn cameras, our law enforcement officers are better equipped to protect lives and properties, thereby, making Lagos safer for us all.”

Sanwo-Olu said the launch of the body-worn cameras would take the Government a step closer towards fulfilling its security agenda, stressing that the introduction of devices to frontline security team and officers would enhance their productivity and professionalism, while also fast-tracking law enforcement process.

The cameras, the Governor pointed out, will help the State Government check abuse of power and excesses by security personnel, while also improving the safety and accountability of officers, who will use the devices for evidence sharing and intelligence gathering.

“I am hopeful that all officers will optimise the cameras that will be assigned to them for the furtherance of justice and improvement of the law enforcement process. Our Government will continue to prioritise the welfare of our law enforcement officers whose pivotal efforts we acknowledge in the entrenchment of a safe city,” Sanwo-Olu said.

Permanent Secretary of the Ministry of Justice, Mrs. Khadijat Shittabey, applauded the Governor for approving the initiative, stressing that the body worn cameras would help the ministry in the administration of justice.

She said: “The cameras will also help to enhance professionalism on the part of the law enforcement agents, provide digital evidence of events and provide additional means of protection for officers. The cameras will be used to establish guilt or innocence of officers when confronted with allegations of wrongdoing.”

Falade, after demonstrating the operation of the camera on the Governor, said 7,000 officers will be trained in the Lagos State Traffic Management Authority (LASTMA), Vehicle Inspection Service (VIS), Lagos Neighborhood Safety Corps (LNSC), and the Lagos Environmental Sanitation Corps (LAGESC).

The training, LETI boss disclosed, will be done in 26 batches to reduce crowding of the training centre.

LETI was established in 2013 through an Executive Order, to set standards for recruitment of law enforcement agents, training and development of the officers.

70 per cent of farmers in Ibarapa, Oke-Ogun have abandoned their farms ― Alaafin | AgegePulse Magazine

• Accuses security agencies of releasing suspected criminals when handed over to them.

The Alaafin of Oyo, Oba Lamidi Adeyemi, on Wednesday, noted that the killing and kidnapping and other criminalities in the state were rampant to the extent that 70 per cent of farmers in Ibarapa and Oke Ogun zones of the state had abandoned their farmlands.

This is as he accused security agencies of frustrating the efforts of traditional rulers by releasing suspected criminals after they have been arrested and handed over to them.

Adeyemi made these assertions when Governor Seyi Makinde met with traditional rulers across the 33 Local Government Areas of the state, at the House of Chiefs, State Secretariat, Ibadan, on the state of security in Oyo state.

For states to effectively address insecurity in their domains, he reiterated calls for state policing noting that the nation currently operated a unitary system where the federal government directed security affairs of states.

While lauding South-West states for coming together to form Amotekun, he maintained that without state policing, states will continue to be puppets under the federal government.

Noting that the current system was such that Commissioners of Police were responsible to the Inspector General of Police and not the state governors, he stressed the need for the operation of true federal structure in the country.

Oba Adeyemi said:  “We the traditional rulers are stakeholders. In our community and villages, those being killed are our wives and children. Our daughters and women are those being raped. They are killing our people. We cannot relocate to Ibadan in search of protection.

“All the suspected criminals that we arrested through our own local intelligence in the forests, we handed them over to the police. They were arrested for kidnapping, rituals, and so on. But we usually see them on the third day, walking around the street.

“70 per cent of our farmers in Ibarapa and Oke Ogun have abandoned their farmlands. People are no more farming. “Since 2018, we the traditional rulers have not been sleeping with our two eyes closed since they started the Jihad. They have been kidnapping kings too.

“When they kidnapped the Baba-Aso of Igbole, we the traditional rulers were the ones that contributed money for ransom and paid before the monarch, his wife and child were freed. We have secured the release of many victims. We have our own vigilante in the forests. We buy 10 bags of garri, 10 bags of semovita and so on for the vigilante in the forests. We would not declare our operation modality until after the arrest of the suspects and we hand them over to the police. I will leave the original copy of my address with the governor. He can investigate police formations, especially at the anti-kidnapping unit in Ibadan. None of those arrested and handed over to the police had been jailed.

“Governor Makinde is taking the right step, but the Constitution that we are operating in Nigeria is defective. The governor is doing what he can and he can do whatever you want him to do. But when it comes to the area of security, there is nothing the state government can do, if the Federal Government does not do it. The state governor cannot direct the Commissioner of Police to do something, if the Federal Government does not approve of it, the CP will not honour the governor. We should not deceive ourselves.”

“The money that Oyo State Government is spending on security, you are just spending because there are no appreciable results. We are stakeholders, we partner with you, and we spend our money to put up vigilante group that are still in the forests. Also, we have some Fulani that believes in us. If they entered the forest today, before tomorrow, they are already in the Benin Republic. A suspect that was arrested with an AK-47 rifle, we have his photograph, that we handed over to the police, where is the AK-47 rifle now? If you invite us, we will advise you appropriately.”

The event also had in attendance the Olubadan of Ibadanland, Oba Saliu Adetunji; Senator Rashidi Ladoja; deputy governor of the state, Alhaji Rauf Olaniyan; Speaker of Oyo State House of Assembly, Adebo Ogundoyin; Garrison Commander, 2 Division of the Nigerian Army, Ibadan, Brig-Gen Adesoji Ogunsugba; Commissioner of Police in the state, Mrs Ngozi Onadeko; as well as Soun of Ogbomoso, Oba Jimoh Oyewumi Ajagungbade III, represented by Oba Oyetunji Ojo; and other traditional rulers.

Governor Makinde, in his address, stressed that the state decided to involve traditional rulers and non-state actors for the state to deal with its security challenges towards ensuring adequate security of lives and property.

He noted that it appeared that security agencies were overwhelmed hence the need to involve traditional rulers and non-state actors as major players in tackling insecurity in the state.

Makinde stressed that voluntary policing was the way to go while tasing local government administrations to stage security meetings twice a month and forward recommendations about security in their domains to the state government.

The Olubadan of Ibadan, Oba Adetunji, who spoke through the Otun Olubadan, Senator Lekan Balogun, advocated that Nigeria should become truly federal and not unitary, adding that true federalism would give the state governors power to deal with security challenges in their states.

He noted that the northern part of the country preferred the current federal structure to the one initiated by the founding fathers of the nation.

The monarch added that the responsibility of providing security rests on the shoulders of three groups – the political public office holders, the security agencies in uniform, and the traditional institution.

He called on the government to recognise the three groups, and they should work together to promote security.

The Garrison Commander of the 2 Division of Nigerian Army and the Commissioner of Police in the state, said security agencies have been working and would continue to work to ensure the security of lives and property. They, however, called on the public to give them credible information for them to work with.

The state commissioner of police, Ngozi Onadeko, said the police needed partners, intelligence and information from members of the public to function effectively.

She noted that with each zones having peculiar security challenges, community policing was embraced by the current police force.

Real Estate: We Seek Residents' Support To End Fraudulent Practices, Says Toke-Benson | AgegePulse Magazine

The Special Adviser to the Lagos State Governor on Housing, Mrs. Toke Benson-Awoyinka, has urged residents of the State to support the State Government's efforts to eliminate fraudulent practices in the Real Estate Industry by patronising registered Real Estate Practitioners/Property Developers.

Toke-Benson Awoyinka

Benson-Awoyinka made the appeal on Friday while reviewing the activities of Real Estate Practice in the State during an online interview session with Thinkmint Nigeria - a marketing and communications company.

"We should not allow ‘briefcase’ Real Estate Agents/Property Developers and Artisans take over the Real Estate Sector to the detriment of professionals that abound across the State", the Special Adviser said.

While noting that Real Estate is not just about buying and selling property alone but also about the provision of quality services to potential clients, she advised stakeholders in the sector to leverage on the limitless opportunities in the value chain of the sector.

The Special Adviser stated that the Mega City Status of the State necessitated the establishment of the Lagos State Real Estate Regulatory Authority (LASRERA) for the safety of residents, investors and the protection of the interest of players in the Real Estate industry, adding that with the Agency as the regulator, there would be maximum value and Return On Investment for investors in the industry.

According to her, LASRERA has helped in boosting the State Government's image, promoted the ease of doing business and also increased foreign direct investment for Lagos State in the real estate sector.

Benson-Awoyinka, who described Real Estate as Lagos State’s goldmine, maintained that the sector must be protected and public trust restored for the genuine practitioners to have a deep penetration of the Real Estate Market.

Her words: "With the judgment of the Federal High Court in Lagos on Monday, 22nd March, 2021, which affirmed the constitutionality of the Lagos State Government, through Lagos State Real Estate Regulatory Authority (LASRERA), to regulate the sector in the State, the Agency has legal right to sanitise the real estate sector for increased growth and more investment opportunities across the State”.

Disclosing that the administration of Mr. Babajide Olusola Sanwo-Olu has worked towards increasing investor confidence and transparency in the sector, the Special Adviser revealed that a bill has been submitted to the State Assembly for inclusion of the Foreclosure Clause in the Lagos State Mortgage Law for the protection of the residents in the Real Estate.

She said that the State's Real Estate Sector will conform with global best practices in easing business for investors in the Diaspora and Individuals with the assurance of the safety of return on their investments in the State Real Estate Sector.

While appealing to the society at large to support all government initiatives in sanitising the sector, the Special Adviser warned citizens of the consequences of patronising unregistered real estate practitioners in the State.

She also advised the practitioners in the real estate value chain to support the government in making the sector viable and transparent for all local and international investors.

Court Affirms LASG Powers To Regulate Real Estate Transactions | AgegePulse Magazine ... As Stakeholders in Real Estate Sector Are Enjoined to Register With LASRERA

A Federal High Court in Lagos has affirmed the powers of the Lagos State Government to regulate the practice of real estate transactions within the State.

A statement signed by the Lagos State Attorney-General and Commissioner for Justice, Mr. Moyosore Onigbanjo (SAN), noted that the judgment delivered on March 22, 2021, by Justice Chukwujekwu Aneke of the Federal High Court, struck out the originating motion filed by the Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON) and the Nigeria Institute of Estate Surveyors And Valuers (NIESV) to challenge the authority of the State government to regulate the sector.

LASRERA Logo

According to him, the applicants - ESVARBON and NIESV - had filed the suit against the Lagos State Government and the State’s Attorney General and Commissioner for Justice, Mr. Moyosore Onigbanjo (SAN), who were listed as first and second respondents respectively, claiming that they are the ‘sole body’ created by Law in Nigeria to determine persons who are to become Estate Surveyors and Valuers.

His words: “The first applicant claimed that by virtue of Section 2 of the Estate Surveyors and Valuers Registration Board of Nigeria Act Cap E13 LFN 2007 and Section 1 (3) of the 1999 Constitution, it was unconstitutional for Lagos State Government to create an entity known as the Lagos State Estate Agency Regulatory Authority (LASRERA) that compels registration of all Estate Surveyors and Valuers practising in the State”.

“The applicants had also argued that under Section 4 (6) – (9) of the 1999 Constitution (as amended) or any other Section or Schedule of the same Constitution, the Lagos State House of Assembly lacked the legislative power to enact a bill to regulate the practice of estate surveying and valuation”, he added.

The Commissioner also averred that, consequently, the applicants sought an order of the court restraining the respondents whether by themselves, agents, servants and/or privies from implementing, enforcing, in any way or manner whatsoever and howsoever giving effect or further effect to the directives of compulsory registration with Lagos State Government.

Onigbanjo said Justice Aneke struck out the originating motion for lacking in merit and upheld the powers of the Lagos State Government to establish a Regulatory Agency for Estate Agents trading in Lagos State.

By the ruling, the Lagos State Government called on all practitioners to abide by the Lagos State Estate Regulatory Authority (LASRERA) Law and register with the Agency in line with the determination of the Government to protect the general public and ensure genuine persons and organisations possess the required platform to practice their trade.

JAMB Announces 2021 UTME Dates, Says NIN Mandatory | AgegePulse Magazine

The Joint Admissions and Matriculation Board (JAMB) has set April 8 for the commencement of the registration for the 2021 Unified Tertiary Matriculation Examination (UTME). The examination is scheduled to hold between June 5 and June 19, the agency said.

Jamb

The examination body, which is responsible for the conduct of the entrance examination into the nation’s tertiary institutions, took the decision at the meeting of its governing board held on March 22.

According to a statement issued by the board and signed by the head of the public affairs and protocol unit, Fabian Benjamin, both the UTME and the direct entry forms will be on sale concurrently.

It, however, added that for any prospective candidates to be registered, the National Identification Number (NIN) is mandatory.

The NIN, which is a unique number that identifies individuals, is issued by the country’s National Identity Management Commission (NIMC) upon enrolment.

“For any person to be registered for UTME/DE, he/she must supply his/her National Identity Number (NIN). It is therefore mandatory for participation in the 2021 Registration Exercise,” the statement reads in part.

JAMB had in the past made the NIN mandatory for the candidates willing to register for its examinations but later announced the cancellation of the policy following the harrowing experiences of the candidates at the various registration centres.

Meanwhile, the examination body has retained the cost of registration at N3,500 and an additional N500 for the mandatory purchase of reading texts for the candidates.

It added that the forms will be on sale across 700 centres nationwide between April 8 and May 15, while the examination is scheduled to hold between June 5 and June 19, 2021.

#Flooding: Take Ownership of Pen Cinema Flyover, LASG Charges Agege Community | AgegePulse Magazine

As part of efforts to address flash flooding around the newly constructed Agege Pen Cinema Flyover Bridge and other parts of the State, the Lagos State Government has called on residents of Agege community to stop indiscriminate dumping of refuse in drainage channels.

Agege Pen Cinema Bridge

Speaking against the backdrop of the recent flash floods experienced at Oke-Koto and environs after a heavy downpour, the Special Adviser to the Governor on Works and Infrastructure, Mrs. Aramide Adeyoye noted that the flooding was caused by clogging in the main collector drain conduits along Capitol Road.

Noting that the Agege Pen Cinema Flyover Bridge was designed to eliminate the perennial traffic gridlocks across the intersections at Agege, Adeyoye said the adjoining roads were also constructed by the State Government with an adequate drainage system to mitigate the recurrence of flooding associated with the corridor.

She added that the indiscriminate dumping of refuse in drainage channels by the residents of Agege community was solely responsible for the severe clogging and siltation of the drains, thereby resulting in the flooding as experienced recently at Oke-Koto.

The Special Adviser warned residents to desist from the act of dumping refuse into the drains, stating that the Emergency Flood Abatement Gangs (EFAG) of the Ministry of The Environment and Water Resources have embarked on desilting of the drains to allow free flow of run-off/stormwater and prevent flooding on the carriageway.

Adeyoye said: “At the moment the Governor Babajide Sanwo-Olu led administration is making efforts to reduce the number of bad roads in the State. A drive through the streets and highways of Lagos will reveal that roads had either been repaired or are being fixed across many locations as Government is making frantic efforts to provide infrastructural facilities that will ameliorate the suffering of the citizenry”.

“Any road is as good as its drains, once we clog the drains with refuse, we compromise the integrity of the pavement and overall riding surface. Therefore, as we continue to prepare for the rains, people must stop the various abuses on road transport infrastructure challenges associated with the rainy season”, she added.

Speaking further, the Special Adviser emphasised the need to ensure the sustainability of road assets and optimise the level-of-service outcome in return for the most cost-effective financial input, calling on community leaders to be actively involved in guiding against vandalism of public infrastructure.

“The State Government holds as premium the responsibility of strategic provision of road infrastructure across the State. Sustainability also requires we engage with the citizenry to register in their subconsciousness and seek their support in terms of taking ownership of the roads and to guide jealously these collective assets against misuse and abuse”, Adeyoye stated.

Discos now selling FG’s free meters, consumers allege | AgegePulse Magazine

Power consumers have raised the alarm that power distribution companies were now selling the free meters that were provided for electricity users by the Federal Government.

In October 2020, the Federal Government inaugurated the National Mass Metering Programme in respect of which the Central Bank of Nigeria issued a framework for financing the scheme.

Prepaid meter

The programme was inaugurated to increase the country’s metering rate and eliminate arbitrary estimated bills that were given unmetered customers by Discos.

Through the scheme, the CBN provided financing support to the Discos for the procurement of meters for customers from local meter manufacturers.

The meters were meant to be installed free of charge in the residence of beneficiaries, but power users on Friday alleged that some Discos were beginning to collect money for the meters.

They told our correspondent that some Discos claimed that the scheme was being run alongside the Meter Asset Providers programme, but argued that the MAPs had not been successful, which was why the government introduced the NMMP.

Speaking on studies done by his group as regards the installation of meters under the NMMP, the National Secretary, Nigeria Electricity Consumer Advocacy Network, Uket Obonga, said Discos were selling meters that were meant to be free.

He said, “Look at the National Mass Metering Programme that the government inaugurated recently to ensure mass metering, some Discos are now selling the prepaid meters that were given to them free of charge for customers,

“I held a programme in Calabar and put a call directly to one of the commissioners there to tell him what’s happening. The next day Port Harcourt Disco invited me to go with them for meter launch and so forth.”

An official with the Association of Nigerian Electricity Distributors, the umbrella body for Discos, Akin Akinpelu, confirmed this to our correspondent in Abuja.

Also, the Nigerian Electricity Regulatory Commission said it would not delve into the matter unless the affected customers tabled it as a complain to the NERC.

The Head, Public Affairs, NERC, Michael Faloseyi, said the matter was purely between Discos and consumers, but made it clear that once a complaint, was made in that regard, the commission would step in.
