Lagos Assembly Pleads With Youth Over Planned Protest

 AgegePulse Magazine

- asks Sanwo-Olu to organise stakeholders' meeting

Obasa

The Lagos State House of Assembly on Thursday held a plenary session calling on Governor Babajide Sanwo-Olu to take major steps to avert the planned nationwide protest in the State.

The lawmakers, in a 'Matter of Urgent Public Importance' brought by Majority Leader Noheem Adams, noted the devastation caused by the EndSARS protest of 2020 in Lagos and urged the governor to organise townhall meetings with major stakeholders to fashion out ways to calm the youth and those who plan to support proposed protest.

One of the meetings, according to the motion of the House, should be held between the governor and elected political leaders including senators, members of the House of Representatives and state lawmakers while a second meeting should be held with traditional rulers, religious leaders, heads of market, those in the transport sectors and related stakeholders.

Speaker of the House, Rt. Hon. Mudashiru Obasa, said it was necessary for state governments to do the needful to calm frayed nerves and ensure protection of lives and property.

Dr. Obasa said Lagos was still grappling with the impact of the EndSARS protest just as he appealed to the youth to be patient with the government of Asiwaju Bola Tinubu that is making effort to see a better Nigeria that would benefit the citizens.

The Speaker noted that Kenya is currently in a terrible situation adding that the crises in Sudan and Syria started in the same manner.

He commended the commissioner of police in Lagos, Adegoke Fayoade, for meeting with community heads over the planned protest.

Obasa called for an urgent meeting with all leaders, including religious, traditional and related organisations in the state for discussion that would help dissuade the youth from engaging in the protest.

Earlier in his motion, Hon. Adams (Eti-Osa 1) drew the attention of his colleagues to the planned protest.

"I want to plead with our people to shelve this protest," he said noting that President Tinubu had shown that he is ready to listen to the citizens, especially as he has raised the minimum wage from N30,000 to N70,000.

On his part, Hon. Kehinde Joseph expressed worry that the proposed protesters do not have leaders who can be discussed with.

He urged for patience stressing that whatever is happening in the country "affects us all."

Hon. Sa'ad Olumoh said President Tinubu understands the problem in Nigeria and was taking the right steps against the country's collapse.

He also urged Nigerians to start focusing on governors because federal allocations to states have grown under the President.

Other lawmakers who spoke during the debates urged parents to persuade their wards from joining the protest or allowing themselves to be used to commit crimes.

Why We Are Successful At Lagos Assembly, Obasa Reveals

Addressing guests including the First Lady of Lagos, Dr. Ibijoke Sanwo-Olu, traditional rulers and political leaders, the Speaker added that the House achieved its 2023 goals as a result of the diligence, commitment and dedication of lawmakers and staff.

Dr. Obasa said this on Wednesday at the 21st anniversary of the annual thanksgiving and end of the year party held at the Lagos State House of Assembly.

"It is this commitment to God for excellence and unwavering faith that has led us to the successes we have achieved thus far.

"As we gather here today, we must acknowledge the incredible progress we have made as an Assembly and as individuals throughout the year.

"We have worked tirelessly, with dedication and integrity, to ensure that the needs and aspirations of our constituents are met. Proverbs 16:3 reminds us that if we commit our work to the Lord, our plans will succeed.

"Today, we come together in unity and gratitude, knowing that our collective efforts have not gone unnoticed," Obasa said.

Quoting James 1:17, the Speaker noted that the Lagos Assembly has become "a House above the common standards of excellence.

"Across the country, we are seen as passionate, a true reflection of the legislature as the focal point of democracy and an arm truly committed to the State's progress."

The Speaker, who commended his colleagues and the management for their dedication to duty, urged them to continue to strive for excellence so as to bring more positive changes to the society.

In his sermon on 'the spirit of excellence', Prophet Peter Adeniyi Olowoporoku of the Love of Christ Chapel Ministries, urged Nigerians to imbibe the spirit of discipline and constantly work to stand out in all that they do.

Breaking: Lagos Assembly suspends 3 council chairmen over alleged disobedience | AgegePulse Magazine

The Lagos State House of Assembly on Tuesday suspended three local government council chairmen over alleged disregard for the guidelines governing their activities.

The House said it can no longer continue to watch while the council chairmen stubbornly flout the state's local government guidelines.

The affected chairmen were named as Ogidan Mukandasi Olaitan of the Lekki LCDA, Suleiman Jelili of Alimosho local government area and Tajudeen Ajide of the Surulere local government area.

Their suspension was unanimously approved by members of the House in a voice vote with no opposition shortly after Hon. Bisi Yusuff (Alimosho 1) raised a complaint against Olaitan.

Yusuff who is the chairman of the House Committee on Commerce and Industry narrated to his colleague how allegedly rude Olaitan had been.

He complained that Olaitan even accused the lawmakers carrying out an oversight function on a memorandum of understanding in relation to the issue that arose from a resettlement programme in Lekki of being ignorant of their jobs.

He further said the council chairman had total disregard for those in his domain who he was elected to govern.

According to him, his action, even as a lawyer, was an insult to true governance and respect for the authority.

Supporting Yusuff, another lawmaker, Hon. Fatai Mojeed (Ibeju-Lekki 1), named Jelili and Ajide as having issues against them that are being investigated.

He urged his colleagues to suspend the chairmen pending the outcome of the investigations and to serve as deterrent to others.

The Speaker of the House, Rt. Hon. (Dr) Mudashiru Obasa, while speaking on the issue, noted that the House had received petitions from many councillors in the state against sitting chairmen.

Speaker Obasa said the House cannot continue to watch while council chairmen flout the laws they were supposed to uphold.

"Total disregard for the local government guideline is something that should not be tolerated.

"We cannot continue like this. We can't be breeding monsters in our local government councils," Obasa said.

The Speaker added that it would not be ideal to gloss over the issue as it would be creating a precedence of disobedience to the law by council chairmen especially at a time the state is planning elections for new council chairmen.

"This will also serve as a deterrent. We have received many petitions from councillors," Obasa lamented.

The Speaker directed the Clerk of the House, Barr. Olalekan Onafeko to write to Governor Babajide Sanwo-Olu and others concerned about the decision of the House.

Former Commissioner of Transport in Lagos State, Dr Kayode Opeifa has described those behind the controversial Delineation Bill of the Lagos State House of Assembly as lacking knowledge of the history, culture and tendencies of the people of Lagos, reports The Gazelle News.com.

Speaking exclusively with this medium after validating his membership of the All Progressives Congress (APC), Dr Opeifa described the controversial Bill being against the history, culture, heritage and tendencies of people of the state.

Electricity: Lagos Assembly Charges distribution companies On Regular Power Supply

...demand better deal for constituents during and after the lockdown.

The Lagos State House of Assembly has tasked the power Distributing Companies within Lagos territory, to be more humane in the discharge of their statutory duties, ensuring Lagosians enjoy considerable power supply, within and after the COVID-19 pandemic period.

This charge was made through a Joint Committee of the House constituted by the Speaker, Rt Hon.Mudashiru Obasa to make an oversight visit to the two Distribution Companies; EKO and Ikeja Electricity Distribution Company in order to fine tune means through which people can get power supply, while they comply with the stay at home directives in place.

The Joint Committee which comprised of House Committee on Energy and Mineral resources and; that of Information, Security and Strategy headed by Hon.Folajimi Mohammed with the mandate to visit the distribution networks (DISCO)in Lagos state.

Speaking after the visit, the Joint Committee Chairman Folajimi Mohammed appraised the situation, which necessitated the visit as peoples comfort need to be guaranteed while observing the stay at home order through steady power supply.

"During the COVID-19 period we have seen that there is an order for a lockdown, and this has caused a lot of discomfort to our constituents,to this end we were asked to visit the DISCOs and find out issues as to why there has been insufficient supply of electricity to most parts of Lagos State.

"One thing was pertinent about the meeting, they DISCOs accepted and admitted the flaws, however, they urged that we look at this holistically considering different value chains within the sphere of the departments, so as it is, we can't necessarily put most of the blame on the DISCOs.

"However, we have asked that they give us a road map as to how they want to ensure effective distribution of power to the people.

" I am glad that Ikeja DISCO has honoured the request by giving their words and promised to appoint people who would directly relate with us at the House of Assembly for onward transfer to our constituents whom we represent.

"We can't but appeal to our constituents to be calm at this time ,we understand these are tough times and from the reports and what we have been shown they have actually generated full capacity , but, they still have Infrastructural challenges, so we need to understand that without those infrastructure in place most things would not be done.

"So I would only try to appeal to the people and all constituents to kindly bear with them as they have been looking at the best way to profer solutions to this hardship.

Hon. Tunde Braimoh, the House Chairman on  Information,Security and Strategy in his own submission after the parley noted that it is of essence for the general public to own the available infrastructures as the energy theft is causing people a lot of needless stress.

"Government is about the people we are not just there for aggradisement or grandstanding of being in government,we must be purposefully useful and effective to the people that we serve.

"The supply of electricity power is one of the basic yearnings of our people because electricity remains the most important innovations of humanity in the last one thousand years and nobody  can joke with the importance of electricity.

That is why we have to come out to interact with the EKODISCO having inundated with a series  of complaints about; no electricity supply, excessive billings, outright disconnection and all of that and we need to be more sympathetic or empathetic rather to the plight of the people in this pandemic situation because people cannot go out to work, economic power is low and of course staying at home too should be as comfortable as possible and without electricity that will be a mirage.

That's why we are out here to interact with the Managing Director of EKODISCO and we have had a very useful discussion with him.

"He had been able to let us know what efforts they have been doing and I can say by and large they have been very altruistic and public spirited in their mode of operation.  I just need to appeal to our people to understand them because they too have a lot of limitations.

The Commissioner for Energy and Mineral resources Mr Olalere Odusote who was present at the two parleys enjoins Lagosians to comply with the stay at home order and remain safe, assuring that all their issues with power supply are being handled seriously by the state government.

"The people should be rest assured that the state government would continue to work with the electricity distribution companies,to ensure that their power supply is not adversely affected by any actions that the government is taking during the pandemic, especially due to restriction of movement.

"Electricity companies are committed to continue in carrying out their services as well as they have been carrying it before the pandemic .

"The Lagos state government will continue to support the distribution companies,Lagosians are enjoined to stay at home, if you don't have any essential business outside of your home, stay at home because the more you stay the less likely it is that you could contract or be infected with any COVID.

"Lagosians are urged not to worry about electricity supply because that is being taken care of as well as it was before the COVID and perhaps even better." Said Odusote .

The Managing Director and Chief Executive Officer EKODISCO Mr.Adeoye Fadeyibi, gave a clear cut view of how things are in the sector urging people to know that they are also with them in the situation at hand.

"I think estimated billing itself is something that is pressure on the system as a whole,so I think one of the things that we have done significantly which you can see is the ramp up metering. "The MAP initiative has been a good thing and try and just increase the number of meters that we install into the system to close the gap.

" Lagosians like to have the right information so when you look at it and look at our customer base it is probably more than 80 percent that has been metered already, so when you look at the remainder that we have is to continue to try and get this metering in place and also to get the distribution transformers metering done.

The Chairman Ikeja Electric Mr Kola Adesina, appreciated the fact that the lawmakers think of the vulnerables and poor masses in the society.

"Seeking solution for life during and after COVID is quite commendable, as an organisation we are quite aligned with the Honourable members and we would do everything humanly conceivable to ensure that not only we have light but we have light in a steady manner.

"The charge in energy will be made available but more importantly we would want our people to conserve energy, when you are not using any appliance please switch them off, that way you preserve the electricity but if you go beyond what you require and start to use electricity beyond your need then you are likely to cause system failure and the feeder will trip and you won't have electricity.

"So whenever you are not in a room or the house please  switch off appliances, that way, light can be made readily available to Majority of our people.

LAGOS ASSEMBLY SET UP COMMITTEE OVER SUSPENDED MEMBERS

AgegePulse Magazine

The Lagos State House of  Assembly on Thursday set up a committee to look into the recent removal of two principal officers and the suspension of two members.

The House took the decision at a special parliamentary held within the Assembly complex.

The Committee is headed by Hon. Ibrahim Layode, a senior lawmaker from Badagry Constituency 1.

Speaking after the special parliamentary, the Chairman of the House Committee on Information, Publicity, Strategy and Security, Hon. Tunde Braimoh, noted that what concerns the House currently is a resolution of the action of the House concerning the affected lawmakers.

"Those who are being reprimanded are our colleagues, they are not outcasts, and we belong to the same political party.

"We are mindful that the image of the House is at stake and we want to tell you that the people affected are not outcasts, they are our colleagues.

"The committee headed by Hon. Ibrahim Layode is looking at the amicable solution to the matter.

"All the issues about offices, access and others would be addressed by the committee," Braimoh said.

The Information Committee chairman, while briefing House correspondents after the special parliamentary in the presence of Speaker Mudashiru Obasa and other members, added the election of the two replacements for the impeached principal officers followed due process.

According to him, the only two offices that are constitutionally recognised are those of the Speaker and Deputy Speaker.

Others,he said, are done in-house.

"They are nothing to worry about, they were done accordingly. All that we did were done according to Order 10 Rules 68 to 72 of the Business Rules of the House.

"We are in the process of conflict resolution. We don't want to talk about what constitute gross insubordination and indiscipline.

"All the negativity that they are spreading about is exaggerated.

"There would be conflict and this is part of any society. That does not mean there is a sharp division or there is break down of law and order in the House," Braimoh explained.

"The Speaker is here, the Deputy Speaker is here, all the principal officers are here and all the other lawmakers are here, apart from those that have other things to do and those that are under suspension that are not here.

"There is no problem that is beyond solution. It is just that when things are working there could be some disagreement here and there, that does not mean that we will go for the jugular," he said.

On his part, the new Deputy Majority Leader of the House, Hon. Noheem Adams, explained that his emergence as a principal officer was based on the decision of the lawmakers and that he was not desperate.

The new Chief Whip of the Assembly, Hon. Mojisola Meranda, also noted that the House is one big family and that there is no rift among the lawmakers.

#Amotekun: Lagos Assembly accepts Amotekun bill, set for public hearing Monday ...As Hon. Ogundimu Calls for Local Content, Native intelligence For Operation

AgegePulse Magazine

The Lagos State House of Assembly on Thursday accepted the bill in favour of the South West Security outfit, Amotekun, and has fixed a public hearing on the outfit for Monday 24th February, 2020.

Speaker of the House, Rt. Hon. Mudashiru Ajayi Obasa, at a sitting of the House, subsequently committed the bill to the House Committee on Information, Publicity, Security and Strategy, headed by Hon. Tunde Braimoh, for public hearing.

The Clerk of the House, Mr. Azeez Sanni, had informed the lawmakers that he received a letter from the state's Commissioner for Justice, Moyosore Onigbanjo, on Wednesday 19th February, 2020 on the amendment of the Lagos State Neighbourhood Safety Corps (LNSC).

Sanni was subsequently ordered to read the bill entitled House of Assembly Bill No. 5 Lagos State Neighbourhood Safety Corps (LNSC) Amendment Bill 2020 And for Connected Purposes for the first and second times.
The Majority Leader of the House, Hon. Sanai Agunbiade (Ikorodu 1), said that the bill is an executive bill, but that it is predicated on the private member bill that established LNSC, which he said has been working well.

According to Agunbiade, the bill incorporates the concept of a more dynamic and more strengthened security platform than what they had in Lagos State.

"It is meant to energise and strengthen the security that we have in Lagos State based on the challenges in the state and in the South West.

"It tries to create a unit out of the LNSC to be referred to as Amotekun Corps to take charge of security in certain areas such as in the forest, highway and other places to protect us against hoodlums, cattle rustling and others.
"It will have a commander and Amotekun corps would bear harms with the permission of the police. They will cooperate with other security platforms in Ondo, Oyo, Ogun, Ekiti and Osun states," he said.

He stressed that LNSC has a clause that will provide for Amotekun.

In his contribution, Hon. Oluyinka Ogundimu, (Agege 2), supported the bill and commended the foresight of the Lagos State House of Assembly on the security of the state.

Ogundimu stated that the law covers wider areas and made internal security a priority.
The lawmaker called for local content in the bill, adding that they needed people with native intelligence, and that whoever would be appointed as the Head of the unit should be approved by the House.

On his part, Hon. Olumuyiwa Jimoh, (Apapa 2) said that there is a problem of nomenclature in the bill.

Jimoh stated that the Nigerian Police had been existing before independence and that the people had been talking about their reforms.
"The colonialists formed the Nigerian Police for us in 1930 and we have not made efforts to form our own security force.

"The population of men of the Nigerian Police is small. We should encourage men of Amotekun to be armed and to be able to arrest and prosecute.

"South Africans have their own native police that checkmate other security forces. We can have the military wing of Amotekun in Lagos," he said.

Also speaking on the bill, Hon. Rotimi Olowo, (Shomolu 1) said that Amotekun started in Lagos with LNSC, and that the federal police lacked character as their structure has not helped to suppress crime.

"Security is local and it should be localized. The issue of kidnapping and others give credence to the need for community police.
"They should be allowed to use guns. They can reduce armed robbery attack, kidnapping and others. We should allow more money into the system.
"The recruitment of Amotekun should be localized. They should work in their neighbourhood so that they could apprehend criminals in their areas," he said. Hon. Rasheed Makinde, Ifako/Ijaiye 2 stated that security is local and that the country was getting close to having state police.

"We are setting a pace for other political regions in Nigeria. They can assist when there is any accident on our highways. There would be a collaboration amongst the six western states and beyond," he said.

Hon. Tunde Braimoh (Kosofe 2), who chairs the committee to look into the bill, said that governance is about giving meaning to the yearnings and aspirations of the people.
Braimoh stressed that what the people of the South West wanted now is security.
"People keep talking about Amotekun because that is what they want now. Amotekun emanated from the House with the LNSC, which has now transformed to Amotekun.

Section 14 (2B) of the Nigerian Constitution of 1999 emphasizes security. There are issues in the bill but they would be looked into later," he said.

The matter was also supported by all the lawmakers, who spoke on the matter including Hon. Victor Akande (Ojo 1), Hon. Bisi Yusuff (Alimosho 1), Adedamola Richard Kasunmu (Ikeja 2) and Hon. David Setonji (Badagry 2).

EKOEXCEL: We Will Partner Lagos Assembly To Get Legislative Backing - Alawiye-King

AgegePulse Magazine

The Chairman of the Lagos State Universal Basic Education Board (LASUBEB), Hon Wahab Alawiye-King has stated that the Board will work out measures to put in place necessary legislative backing to sustain the EKOEXCEL programme after the present administration.

Alawiye-King stated this on Saturday, 25 January, 2020, in Lagos during the formal launch and  graduation ceremony of EKOEXCEL Teachers Professional Development and Training Programme.

The LASUBEB boss, a former lawmaker himself, said such legislative backing will give the programme sustainability which will enhance development of education, particularly the primary section, in the state.

"It is no longer news that a major vision of this administration from the onset has been geared towards radically increasing access to Basic and Functional Education in line with the Sustainable Development Goal 4, the National Policy on Education, UBEC Act 2004 and SUBEB Law 2006, of achieving an all-
inclusive, Quality Universal Basic Education. "This is equally encapsulated in the 3rd pillar of the T.H.E.M.E.S Agenda of Governor Babajide Olusola Sanwo-Olu’s of providing Education and Technology," he said, noting that such laudable programme anchored on growth of education needs legislative backup to achieve its aims.

Alawiye-King commended the state Governor for investing heavily in the programme which he said, was aimed at repositioning basic education in the state and bring it to greater heights. "Mr Governor, we commend and appreciate you sincerely for every child's future you are building today," he said.

He also commended the teachers and staff for their dedication, determination and enthusiasm towards the success of the programme. "It has been weeks of rigorous training and re-training of teachers and school administrators on the process of deploying this innovative technology in the classroom, to aid effective teaching and learning for the
overall improvement of basic education in the state.

"I enjoin all graduants to effectively deploy what has been learnt at the training
programme in other to make the classroom more engaging for our teachers and pupils.
"No child should be left behind; you must carry all your pupils along, irrespective of their individual differences and capabilities," he said.

The LASUBEB boss also advised parents to monitor the activities of their children and also perform oversight functions on them.
"The home is the first learning ground for pupils hence our parents should monitor their wards: ensure prompt and regular attendance in schools, ensure that they appear in school clean and also ensure that they monitor their homework as well as be supportive of school activities," he said.

LAGOS ASSEMBLY DECRIES CONDITION OF ABATTOIRS IN THE STATE

Lawmakers in the Lagos State House of Assembly have expressed dissatisfaction over the poor and unsanitary condition of abattoirs in the state.

The lawmakers observed the deplorable condition of abattoirs within the Lagos metropolis and the neglect of modern slaughtering facilities provided by the government, but that butchers slaughter and process meat in the open, which according to them is crude, filthy and unhygienic.

It was  further observed that despite the huge investment of the Lagos State Government in the agricultural sector over the years, especially on the purchase of modern machine  for slaughtering meat in hygienic manner to preventing outbreak of diseases, the state’s abattoirs have not been utilised them.

The lawmakers also frowned at the means by which the processed meat is being conveyed on motorbike, car-trunk and other illicit means with impunity in the state.

Contributing, Hon. Rotimi Olowo suggested the need for the House Committee on Agriculture to embark on inspection tour and investigate the present condition of the abattoirs after which the House will decide further actions on the outcome of the investigation.

Hon. Bisi Yusuf, representing Alimosho constituency I, stated that “the condition of the abattoir is very dirty and irritating,” and suggested that the Ministry of Agriculture should inspect and monitor activities in the abattoirs.

The Majority Leader, Hon. Agunbiade added that, “there is need for the Committee on Agriculture to do an oversight of all the abattoirs in the state”.

“I suggest that necessary agencies should take holistic view into the conduct and the state of the abattoir and report back to the House because the image of the state is at stake and unnecessary activities have been going on in the abattoir," Hon. Tunde Braimoh stated.

The Speaker of the House, Rt. Hon. Mudashiru Obasa noted that the motion had exposed raging issues in the state’s abattoir. According to him, the existing law on abattoirs  which provides for the individuals should be encouraged.

He therefore mandated the Committee on Agriculture to make visit to all the abattoirs in the state and report to the House within two weeks.
