"Real Estate Sector 'II Boost GDP, Create Jobs" Says Sanwo-Olu's Aide | AgegePulse Magazine

Toke-Benson Awoyinka

As part of the submissions reached at the just concluded First Real Estate Market Place Conference and Exhibitions in Lagos, the Special Adviser to the State Governor on Housing, Mrs. Toke Benson-Awoyinka has revealed that the Housing sector can serve as an important contributor to the nation's GDP, support job creation and provide social benefits to Nigerians as a whole.

The 2-day event was organised by Lagos State Real Estate Regulatory Authority- LASRERA as a meeting point for Real Estate Practitioners / Property Developers and their potential clients with relevant State  Government  Agencies  in the  Built  Sector to serves as a one-stop-shop for the Real Estate Market.

The Special Adviser submitted that addressing the housing deficit will have a game - changing impact on our society and communities when compared with other less important sectors that are presently being given greater attention at the detriment of the housing sector.

While saying that most African countries do not see and treat the housing sector as an engine of economic growth, Benson-Awoyinka identified the Real Estate Market as a sector that has tremendous multiplier effect on the broader economy through two channels: Private investment and housing services.

Benson-Awoyinka stated that the real estate/ housing sector remains a critical component of the economy that represents one of the fundamental needs for livelihood considering its influence on the health, social behavior, efficiency, contentment and overall welfare on the citizenry and society.

In the same vein, the State Commissioner for Energy and Mineral Resources, Mr. Olalere Odusote expressed the desire of the State Government to have sustainable, reliable power and greener energy, towards the realization of its vision of a 21st century economy which is one of the priority areas of the present administration in the State.

While quoting the United Nations statistics which revealed that the real estate accounts for about 40 per cent of the world's energy consumption and a third of all carbon emissions, Odusote submitted that there is the need to ensure the availability of clean solutions and innovations to make buildings future-proof, adding that in line with SDG 7, efforts must be increased on energy efficiency.

He said, “In line with its THEMES agenda to make Lagos State a 21st century economy, Lagos State is desirous of having sustainable, reliable and greener energy across all sectors; the real estate sector particularly provides a unique opportunity to meet this objective.

“Lagos, reported to have the highest immigration rate in the world, is expected to be the largest city in the world by population in the next 100 years. This population growth will require significant sustainable housing and energy needs and thus makes it imperative to ensure that new buildings are built green to avoid higher carbon emissions for decades that stem from inefficient energy use.”

The Commissioner, who acknowledged the fact that real estate developers and owners have started recognizing the importance of clean energy, maintained that the practitioners must ensure access to secure, affordable and sustainable energy by exploring the option of clean energy and energy efficient solutions available.

As part of the State Government’s efforts to promote greener and environmental sustainability, the Commissioner reported that it has embarked on the conversion of all streetlights in Lagos from hpS to the brighter and significantly more efficient LED lighting, assuring that all 39,000 streetlights in Lagos will be retrofitted over the next 6 months and will lead to a 65% operational cost savings to the state government.

He stated that the State Government will further expand street lighting to ensure that before the end of this administration, all class A & B roads as well as designated public spaces achieve full lighting coverage, saying that these kinds of clean energy and energy efficient solutions are equally crucial and beneficial to the real estate sector as they guarantee significant energy costs savings for such buildings.

Speaking at the event, The Governor harped on the need for massive regeneration of properties in mainland part of Lagos, charging real estate investors and private developers to divert their investment to rebuilding mainland and redistributing wealth from the business.

He said: “I need to charge the real estate investors that, everybody needs not build in Sangotedo or Ibeju Lekki. Let us go to mainland and start regeneration of the assets in that part of Lagos. This way, we would be redistributing wealth and creating opportunities for our citizens.

The Governor said the State’s Department of Lands had built the required capacity for smooth transition to the online platform, stressing that the plan was already in its final stage.

When the web-based platform is finally launched, there will be no need for applicants seeking for Certificates of Occupancy (C of O), survey and building plan approvals to physically submit paper documents for authorisation. All documentation and payments will be done by applicants from the comfort of their homes.

Sanwo-Olu said the new development would bring about quick turnaround time in land transactions and boost private investors’ confidence in provision of home ownership model that will address deficits in housing.

He said: “We have improved on our GIS solution to accelerating land matters in Lagos. From the first quarter of next year, we will be launching an online platform on which all land transactions will be done. “We have given our commitment on this, because of the need to improve the turnaround time from when people submit their requests for approval and the time the authorisation is completed. We cannot afford to disappoint private investors and applicants seeking real time approval. We are raising our capacity, so that we can respond to the requests and discharge them.”

The Governor charged residents and property developers applying for approvals to stop cutting corners and circumventing the process, stressing that sharp practices would only make it difficult for impatient applicants to get their documents approved.

She said: “As a Government that is determined to bridge the housing deficit in the State, we are aware of our role in not just the provision of houses, but also create an enabling environment for the private sector working hand in hand to a desired end.

“We are making a renewed appeal to investors in the sector to team up with the State Government to create a home ownership model that will help address the deficits observed in housing market in the State our through Public Private Partnership (PPP) initiative in providing mass housing for our people.” Toke-Benson, Concluded

“The law really needs to be upgraded. They should help us fast-track this review. Everybody wants to become Oba, Chief. Even those with red blood, that are not bluebloods, want to become Obas. Let us do something to help our laws and help save the State. As of today, we have 93 Obas on-ground; about 10 stools that need to be occupied," Folami said.

The interactive session considered amending several sections of the Law, including Section 12 which provides that amendment or replacement of registered declaration is permissible only once.

Lagos Taskforce Refutes Allegation of Sexual Advances By Motorist | AgegePulse Magazine

The Lagos State Environmental and Special Offences Unit (Taskforce) has refuted the allegation of sexual advances against its purported Commander as reported in the Punch Newspaper of Sunday, November 22, 2020, with the caption "Taskforce Commander Made Sexual Advances At Me - DIDI EKANEM".

According to a statement issued today by the Agency, preliminary investigation revealed that the claimant and owner of a Venza car with the registration APP 775 GJ was arrested for driving against traffic (one-way) around Lekki - Ajah expressway by an enforcement team of the Agency led by DSP Kayode Popoola on Wednesday, 18th of November, 2020.

The investigation revealed further that the vehicle was impounded and brought to the Agency's car park at Alausa, Ikeja, adding that DSP Popoola, who is not the 'Commander' of the Agency, however, unlawfully negotiated with the motorist and collected the sum of N100,000 via bank transfer to his personal account before the vehicle was eventually released to the owner (Didi Ekanem).

The release stated further that the leader and members of the enforcement team have since been arrested and queried by the Chairman CSP Olayinka Egbeyemi, pending their transfer to the Lagos Police Command for further disciplinary actions.

The Agency, therefore, warned the general public, particularly private car owners and motorcycle operators, to desist from driving against traffic (one-way) or bribe anyone to effect the release of their impounded vehicles, as both the giver and receiver are culpable in Law.

While maintaining that it is only a Law Court that can order the release of an impounded vehicle or payment of necessary fine into specified government accounts, it urged the citizenry to always report any corrupt officer, who solicits for a bribe, to the authorities for disciplinary actions.

Reformed Land Use Charge Law'll Help Eradicate Multiple Taxation, People-Friendly | AgegePulse Magazine

The Lagos State Government, on Thursday, stated that its Land Use Charge Reforms Law has a human face and was enacted with the welfare of Lagosians in mind and remarkably different from the Land Use Charge of 2018.

The State Commissioner for Finance, Dr. Rabiu Olowo, made the assertion while welcoming officials of the Internal Revenue Service, Federal Capital Territory Abuja, who were on a work-study to Lagos, adding that the need to make the Act people-friendly informed the various provisions such as the 40 per cent general relief, a waiver for pensioners and discount on early payments among others.

The Commissioner, represented by Mr. Haruna Ayodiji, Director, Administration and Human Resources, Ministry of Finance, harped on the need for increased internally generated revenue at all tiers of government, through effective and innovative taxes in order to shore up the dwindling revenue of the government.

According to him, "There is an urgent need to improve the amount of revenue generated internally to provide the government with the much needed revenue to meet the huge infrastructural deficit. The Land Use Charge Law, which is a property tax, will help in bridging the revenue gap even as it is designed to be people-friendly".

Olowo pointed out that the Land Use Charge Law will help in eliminating incidents of multiple taxations while at the same time boosting revenue generation and consolidation through efficient identification of property, as well as effective collation of data and information on land property in Lagos State.

Also speaking at the meeting, Alhaja Moriliat Ganiyu, Director, Tax and Revenue Department, reiterated that the objective of the LUC was to mitigate against multiple taxations on properties, explaining that the reform was an attempt to improve transparency in the billing process with the introduction of self-billing methods for citizens.

While maintaining that the self-billing will enable property owners to assess their property in order to help to reduce leakages and fraud, she, however, noted that the downside of the 2020 LUC is the “uncooperative and hostile behaviour by the property owners to the enumerators, which hinders perfection in the job.”

Ganiyu frowned at the untoward behaviour of some property owners who deny officials access to their property or provide false and misleading information.

She averred that the law has enough mechanism to address the complaints of property owners, saying “The State government has put in place a robust compliant mechanism aimed at addressing grievances related to Land Use Charge. We have Land Use Charge Assessment Tribunal Appeal for resolution of matters. Also, we have 10 Call Centres across the State. We have a dedicated email for LUC complaints”.

Earlier, Mr. Abdulahi Atta, Chairman IRS, who was represented by Mr. Salisu Abubakar of the Department of Tax and Controller Federal Capital Territory IRS, thanked the government for the warm welcome accorded the delegation, adding that the team is in Lagos to understudy the State Land Use Charge Law.

He expressed happiness that the officials painstakingly took them through the process of evaluation and strategy deployed in enhancing revenue generation in Lagos State through the exchange of ideas, stressing that he looked forward to the compilation of the reports for presentation and revie
